Requirements for Certifying Physician for diabetic shoes

I sat in on a CGS/Medicare hosted webinar last week regarding diabetic shoes. I asked the question why Medicare requires the Certifying person to be an MD or DO only when so many people see PA’s and NP’s now. I was told that this was a Federal Law the was written over 40 years ago when PA’s and NP’s were not around and that the only way to get this changed is to go through Congress. I am trying to find any information in the Federal Register for the citation. I have not been successful in finding anything so far.

Does anybody else have any information on this or have more brain power than me to find the information? I definitely think it is worth looking in to.
