Partial Hand Scooter attachment

Hi List

I am looking for advice on a scooter attachment for an 11 year old boy,
congenital partial hand amputee. He needs to be able to pull-up on the
handle bars to jump and push down to stabilize/steer and be easily
removable in case of falls.

I have some ideas but wondering if anyone has done something like this
before. Please see attached picture of hand on scooter handle.
