topcover material with some “friction”

Good day list,
I am looking for a topcover material which feels like the consistency of a
silicon heelcup. I have a patient who is wearing an insole, but feels she
needs the silicon heelcup to keep her foot from moving in her footwear.
This is a runner who is very superstitious and has tried every shoe going
already.
Any advice would be welcome.
