RAC review time frame

Does anyone know of a recent change to 42 CFR 455.508(f), which states
RAC can review claims back (3) years from the date of service.

We have received a RAC request for a claim over 2 1/2 years ago. We
have heard through the grapevine that there was a recent congressional
change to that policy. Can anyone verify that change, and provide
documentation reference to such change?
