Masshealth CROW boots

Have any of you practitioners in Massachusetts had problems billing Masshealth (Medicaid) for bilateral CROW boots? I recently delivered bilateral CROWs, and one was denied as their guideline states the limit is one per year. A reasonable person might interpret that it would be one per leg per year…..

We billed it as L4631, Quantity 2, modifier RTLT.

Has anybody encountered this? If so, did reasonableness prevail?

Any help would be greatly appreciated. I am not eager to write this off!

btw Dx is bilat charcot foot.
