legislation to limit RAC authority?

I recently read an email where someone is planning legislation to hold RAC’s accountable for their actions. I guess I deleted the email and today someone was asking me for it.  Can anyone forward me the email?  It was specific only to the RACs and the proposed legislation (not the physician letter and other stuff) and mentioned how they could be held financially accountable for errant audits and specific points like that.
