silicone liner codes

I was told by a friend of mine that his company uses two separate codes when providing silicone liners for a new below-knee prosthesis. Both liners are OTS but they bill one code of L5673 and one code of L5683. In my opinion code L5683 should be used for custom only. All input would be appreciated.
