Johns Hopkins APL Researchers Join OrthoCare

Stuart Harshbarger, PhD

OrthoCare Innovations, Oklahoma City, Oklahoma has appointed to its staff two researchers from the Applied Physics Laboratory (APL) at Johns Hopkins University (JHU), Baltimore, Maryland. Stuart Harshbarger, PhD, has been appointed to the role of chief scientific officer, and Matthew Kozlowski, PhD, has been appointed director of robotic systems.

A member of the principal professional staff at APL, Harshbarger has served as program manager and systems-supported integrator for over $100 million in federally supported research over the past four years. His portfolio includes the Defense Advanced Research Projects Agency (DARPA)-sponsored Revolutionizing Prosthetics 2009 Program. Harshbarger will continue to serve as principal investigator on the DARPA program in his capacity with OrthoCare, and will maintain an affiliation with JHU through an appointment as a principal research scientist in its department of electrical and computer engineering.


Matthew Kozlowski, PhD

In his DARPA role, leading what OrthoCare calls “arguably the largest and most ambitious domestic prosthetic research and development initiative in many decades,” Harshbarger and his team have been recognized for their work with awards including the 2007 Popular Mechanics Technology Breakthrough Award, the 2009 IEEE/EE Times Creativity in Electronic Design Award, and being named the 2009 Technology Winner by the IEEE Spectrum Magazine.

“I am honored to be joining the OrthoCare Innovations team,” commented Harshbarger. “Having worked closely with the company as both a scientific-advisory-board member and a customer, I have been consistently impressed with both the talent and personal commitment of the OrthoCare staff to improving the state of rehabilitation technologies and quality of life outcomes…. I am excited to be able to play a key role in the growth of the company, while also maintaining my close collaboration with my colleagues at Johns Hopkins, to affect the transition of emerging dual-use technologies from the research laboratory into clinical practice.”

OrthoCare CEO Doug McCormack said, “The addition of this world-class talent led by Stuart Harshbarger is a testament to the quality and strength of our team, our technologies, and our strategic vision…. This additional capacity will enhance OrthoCare’s ability to execute on its business plan and make a significant contribution to the field.”

Harshbarger is joined by Matthew Kozlowski, PhD, a lead engineer in the biomedicine and national-security technology groups at APL. Kozlowski, who received his doctorate in mechanical engineering from Duke University, Durham, North Carolina, has played a key role in the DARPA Revolutionizing Prosthetics 2009 Program. His current work in robotics includes the development of advanced dexterity for future ground explosive ordnance-disposal robot systems. He also leads the common-architecture and overall systems engineering efforts for the Navy’s advanced explosive ordnance-disposal robot systems.
