I thought this was a great post from Terry Supan and really showed, to
some degree, what Licensure can do. I am, confused as to this big list
of people who can be licensed. For those of you going to the Chicago
AAOP meeting – I’m doing a talk on Consumerism in Healthcare. The
structure is to go over what changes are taking place in healthcare,
what companies are doing in response and I hope to have most of the time
for discussion as to WHAT are we, as a community of practice, going to
do to set us apart.
Looking at the WHOLE FOODS model…. They set up right down the street
from a big supermarket in the Pittsburgh area that has been well
established for decades. Very typical supermarket. And we are not
talking a high rent area. Whole foods pulls people from ALL OVER and is
constantly jammed packed. This is a company that looked at a typical
model and re-made it – in state after state – successfully! And they
really serve people GOOD things, in the RIGHT package (good employees,
good displays, etc).
This is what I would love to discuss at the Consumerism session and get
everyone’s brains running on how we are going to REMAKE the O&P
business.
Thank you all for the great feedback on the LICENSURE issue – It’s
extremely interesting to hear all the sides.

Subject: Re: Bypassing Orthotists – IL law
Joyce and All,
In Illinois, the O, P, & Ped Practice Act requires that custom orthoses
be provided by Licensed Orthotists or non licensed individuals under the
supervision of Licensed Orthotists. Billing for them when they are
provided in the State of Illinois by a non licensed individual (or
company), whether they reside in IL or not, is a violation of the Act
and and the Admin. Rules. If you know of such cases they need to be
reported to the Illinois Department of Financial and Professional
Regulation. The web site for reporting is
To get to the law and rules start with the IDFPR web site <
www.idfpr.com/dpr/WHO/orthot.asp> and follow the links. Supervision is
in Section 1325.40 and Classification of Devices is in Section 1325.45
in the Rules.
To answer Joyce’s second question, if violations are not reported then
the State can take no action. The Department will take action but they
do not have the staff to actively go out and look for violations. They
need a complaint filed first.
Hope this helps you.
