Jan paul Miller, MEd, MA, has joined the Board of Certification/Accreditation, International (BOC) as its new certification director. He succeeds Kwesi Moss, who left BOC in January after more than ten years of service.
Miller most recently served as program manager at the National Institute for the Certification of Engineering Professionals, where he established procedures for managing test construction. While working as director of education at the National Customs Brokers & Forwarder Association of America, Miller developed customs-specialist and transportation-specialist certification and re-certification programs. In addition, he incorporated study strategies for the required customs-specialist text. He also created a partnership with the University of Maryland University College, Adelphi, to increase support for customs-specialist workforce development. Earlier, he was vice president for certification at the Construction Manager Certification Institute/Construction Management Association of America.

Miller began his career as a college teacher and has worked with adult learners and with other groups in a variety of venues. He has been invited to speak at community, regional, national, and international conferences, and has also served as a consultant to colleges and universities. His administrative experience was gleaned at departmental and divisional levels while studying learning-style diagnosis and learning disabilities remediation. He is the former associate editor of an international journal on dyslexia.
Miller earned his bachelor’s degree at the University of Maryland Baltimore County, Baltimore. He received master’s degrees first in English at Morgan State University, Baltimore, Maryland, and then in education at Loyola University of Maryland, Baltimore. Miller has completed doctoral studies in adult learning theory and community college administration at George Mason University, Fairfax, Virginia.
