The U.S. Department of Veterans Affairs (VA) issued a Request for Information (RFI) on November 19 to obtain advisory and technical consultative services to conduct a comprehensive and evidence-based assessment of its O&P services. The VA’s assessment will include the evaluation of current O&P capabilities and capacity within the agency, including the adequacy of its in-house fabrication capabilities for prosthetic limbs; the assessment of veterans’ needs for O&P services; the identification and assessment of success, gaps, and risks; and recommendations for maximizing opportunities and becoming a leading O&P service organization.
According to the RFI, the VA does not intend to award a contract through this RFI; however, the responses may contribute to the development of a solicitation and contract.
This RFI has been issued in response to the March 2012 VA Office of Inspector General (OIG) audit of the Veterans Health Administration’s (VHA) management and acquisition of prosthetic limbs and provided recommendations. Among other things, OIG found that the VA does not have a good understanding of current capabilities of its O&P services or if the VA is sufficiently meeting veterans’ needs through the combination of VA services and contracted care. Based on these findings, OIG recommended that VA identify and assess the adequacy of its in-house fabrication capabilities for prosthetic limbs.
