President Obama signed House Resolution (H.R.) 4302, into law on April 1, which, among other things, delays implementation of the International Statistical Classification of Diseases and Related Health Problems tenth revision (ICD-10) until October 1, 2015.
Section 212 of the bill, titled Protecting Access to Medicare Act of 2014, states that the secretary of the U.S. Department of Health & Human Services “may not, prior to October 1, 2015, adopt ICD-10 code sets as the standard for code sets.” The final rule adopting ICD-10 as a standard was published in January 2009, and set a compliance date of October 1, 2013-a two-year delay from the compliance date initially specified in the 2008 proposed rule. Entities covered under the Health Insurance Portability and Accountability Act of 1996 (HIPAA) will be required to use the ICD-10 diagnostic and procedure codes.
