Diabetic conditions qualifying for diabetic shoes

A question came up regarding the 6 conditions of diabetes that qualify for the Medicare Diabetic Shoe Program. Would drop foot fall within the pervue of being a qualifying condition? Seems like quite a stretch to me, but I guess one could contend that neuropathy, in certain circumstances, might lead to drop foot, hence being a qualifying condition. Thoughts?
