Allergic Rxn & billling Medicare

Your thoughts would be greatly appreciated.
What to do?
Provided Medicare pt w/gel liners…the customary two- he wore them alternately, washing & air drying on off days.   Still in our 1st 90 days.

Cleansing was done as instructed  w/mild soap that pt uses for bathing.  Rinsed liners very well.  Allergic rxn is globally on residuum, not just edge of liner as if soap residue remains.

It has been extremely hot & humid here these 1st two months of pt using this device.  He has been doffing Px  after 4hrs of wear to dry skin & liner before wearing longer.   If worn longer than 4hrs at a time he develops a rash where ever liner gel is in contact  w/skin.  Not prickly heat.  Does dissipate over night.  Very itchy. Tried sheath under liner to no avail.  Not a situation where he can go  w/sock fit only…elevated vacuum suspn.

Liner manufacturer & I concur pt has allergic rxn to liners & manufacturer has provided a different liner to try.  Billed me for it. 

Question is- liners have been worn & cannot be returned or used elsewhere…can I bill for new liners d/t medical necessity  (ie: allergic rxn)?
