Veterans rights

Hello List-serve,

Can anyone tell me if a service connected veteran who is in need of an
amputation can go to a local Naval Hospital to have the surgery done? He
has been to the local VA/patient advocate and no one could or would tell
him if he is allowed to get the surgery done by active duty military
doctors (some of the best for amputations). He asked for a booklet about
veterans rights and was told there isn’t one. I was under the impression
that he could but I’m not sure. If he can how does he go about getting
the logistics/paperwork done to get approval?
