ACL tear and meniscectomy

What do you recommend for an 25 year old athlet with medial meniscectomy and ACL tear. he has done his meniscetomy 3 years ago. please tell me what do you suggest if now he is waiting for the operation and also if he wont undergo an operation for his ACL tear.
