For the record, AOPA is attempting to restrict payments for custom Lcodes

to qualified provider, not establish a separate, parallel payment system

for O&P and DME. In a way, Congress has partially separated O&P from DME

by establishing a separate payment section in the Social Security Act for

O&P. AOPA is pushing hard to complete the separation on custom services.
