facility accreditation required for orthotists for diabetic shoes?

This seems to be a follow-up question to Jim DeWees’ previous emails
re P&O exemption from facility accreditation requirements.

CMS MLN # MM6282 , page 3, #4 Accreditation states “Suppliers that
fall in this subset [prosthetists, orthotists, … will NOT currently
require accreditation for enrollment] who provide other DME outside of
their specialty are required to be accredited to bill Medicare as a
DMEPOS supplier.”

My question is, are “diabetic/therapeutic/extra-depth inlay shoes and
inserts” considered inside or outside the specialty of an orthotist??
