COPA Names Docherty New Lobbyist

The California Orthotics and Prosthetics Association (COPA) has hired noted healthcare lobbyist Bryce W.A. Docherty of The Docherty Group, Sacramento California, as part of its aggressive, responsive 2006 legislative campaign, COPA announced.

Among other initiatives, COPA is sponsoring new legislation to address the state's ever-widening insurance coverage gap, the organization said.

"We took a careful assessment of where we are and where we want to be," explained COPA President Rick Chavez, CPO. "We decided it was time to try a new approach, a fresh perspective, and a more focused plan."

Before establishing his firm, Docherty most recently was associate director of government relations for the California Medical Association. "We were impressed by his knowledge of the issues facing our businesses and their patients," said COPA Legislative Chairman Ed Arnold. "His experience has brought him into contact with many of the key players COPA needs in order to be successful."

Docherty's client list includes the California Academy of Ophthalmology, the California Academy of Physician Assistants, the California Ambulatory Surgery Association, the California Psychiatric Association, and the California Society of Health System Pharmacists.

COPA's Board of Directors met in mid-December 2005 to establish priorities and to get to know its new advocate, the organization said. "Already a bill has been introduced to prohibit onerous caps and co-pays imposed on O&P products; groundwork is being laid to insert language in the state's business and professions code to make certification mandatory for O&P practitioners in California; and negotiations have begun at the Department of Managed Health Care to see what can be done to address recent unilateral reductions in reimbursement for O&P products from certain insurers," COPA added.
